The Board of Pharmacy has worked for over two years to update rules in many different areas. On Monday, May 14, 2007, a "Notice of Adopted Permanent Rules Relating to Pharmacy Regulations" was published in the Minnesota State Register. The rule changes originally proposed by the Board were published on October 2, 2006. Revisions to the language that was originally proposed were published on May 14, 2007. The two documents published in the State Register, taken together, comprise the official version of the rule changes. However, Board staff has combined the two documents into an unofficial, complete draft of rule changes that should be easier to follow.

Two documents which explain the Board's reasoning in adopting the rule changes are also listed below: the "Statement of Need and Reasonableness" and the "Board of Pharmacy Response to Comments Presented During and After the November 14, 2006 Hearing".
The rules changes are necessary, in the Board’s judgment, to better protect the health and welfare of the public. The Board strove to develop changes that would also be acceptable to the majority of the members of the profession. Board staff conducted background research to assess the current state-of-the-art for pharmacy practice and to identify rules in need of updating. The Board used two ad hoc committees to assist it in the development of this rules package. These committees, each of which met several times, included individuals representing many areas of the pharmacy profession in Minnesota. Included on the committees were representatives of the two major professional associations of pharmacists in Minnesota. In addition, the Board heard public comments concerning these proposed rule changes at its several of its meetings and conducted a hearing before an Administrative Law Judge on November 14, 2006.
